REF: ACT 537-Motions by the Authority

Dear Board of Supervisors:

The following are motions of the Lynn Township Sewer Authority March 10, 2009 for your consideration:

MOTION A. S. Feinour moved to rescind the LTSA Board motion made and adopted at the 19 June 2007 meeting of the LTSA Board which motion recommended to the Board of Supervisors that they choose the VIP process as the recommended process in their 537 Update. M. Wright seconded. Motion carried 4 to 1.
Note: The results of the vote were transmitted to the Board of Supervisors in a letter addressed to Mr. Creighton and dated 22 June 2007.
MOTION B. S. Feinour moved that the Board authorize Gannett/Fleming to re-evaluate the "Evaluation of Alternatives" contained in the approved 537 Update for the purpose of identifying additional and more appropriate processes. M. Wright seconded. Motion carried 4 to 1.
MOTION C. M. Wright moved that if at their 12 March 2009 meeting the Board of Supervisors gives the LTSA Board more time to evaluate process alternatives, Mr. Christ will call Gannett/Fleming by 13 March 2009 and instruct them to perform the re-evaluation authorized by Motion B, above. W. Wanamaker seconded. Motion carried unanimously.
These motions were considered and put forth after the Authority reviewed information provided by Gannett Fleming on March 10, 2009 outlining concerns with the validity and of the Process Models included in the Act 537 Plan, and the ability of the selected process to perform in accordance with appropriate PADEP standards and NPDES Permit Limits. We feel these concerns warrant further evaluation.

Mr. Christ, Pinched Fingers and the Cookie Jar

In an earlier post about Mr Najarian ripping off the elected auditors, we learned, according to Mr. Hamm that mileage reimbursement was a "Gray Area".

The elected auditors would have no part if it.

What a difference a few weeks make!

Or are we currently engaged in damage control?

Could a cave man seen this coming?

NOW WHERE DID I PUT MY ENGINEER? NEVERMIND.

As we all know by now, the long anticipated, $250,000.00, ten year in the making, 537 Plan has finally arrived. Good riddance! Now since all the hard work is behind, all left to do? upgrade the sewer plant. Simple, we have a approved plan. Now is the time for Lynn Townships Sewer Authority to show their expertise.

But wait, we have a dilemma.

After ten years, $250,000.00 dollars spent, the sewer authority has acquired cold feet. Stage fright. Second, third, fourth thought, who's counting?

The VIP process, described by one interviewed engineer, "a Mercedes B Class", may be to good for the "Hicks from Hickville". Frankly, Eck could give a rats ass, enough talk, build the plant.

Unfortunately the Sewer Authority feels ten years was not significant enough time to make an informed decision, we need another thirty days, to hell with this recommendation, we have a new engineer!

So as the story goes, the Sewer Authority is granted another thirty days to run out the clock.

That said, the April 09 supervisors meeting is long gone, the Sewer Authority was silent. They missed their deadline.

Like the first sign of pregnancy, the Sewer Authority was "Late".
